Press Release: Japan Contributes USD 2.5 million to Community Stabilization and Resilience in the Border States of Sudan

March 24th 2015, Khartoum - The Government of Japan has allocated USD 2.5 million to UNDP’s Promoting Community Stabilization Programme. This generous contribution enables UNDP to support the Government of Sudan initiating project implementation immediately in the target states.
The Promoting Community Stabilization and Enhancing Resilience of Vulnerable Communities project aims to contribute to the stability and resilience of selected communities which are at risk of being drawn into conflict in a number of regions: South Kordofan, Blue Nile, West Kordofan, White Nile, Sennar, North Kordofan and the communities bordering South Sudan.
Speaking of the contribution, H.E. Hideki Ito, Ambassador of Japan to Sudan says “Japanese economic assistance in Sudan focuses on consolidation of peace, agricultural development and basic human needs (BHNs). In the East of Sudan, Japan has extensively supported keeping up momentum for peace and people's determination to maintain peace. I am now pleased to announce that through the funding of UNDP’s ‘Promoting Community Stabilization Programme’ Japan’s support to peace building is extending to other areas such as South Kordofan and Blue Nile, where people are struggling for stability and economic recovery. I appreciate the sincere efforts towards peace and reconciliation in those areas, and hope that the resilience of vulnerable communities will be enhanced by this project, contributing to the consolidation of peace.”
In these communities, basic services and facilities such as water, markets, schools, and health centres are already in a fragile state, and with the influx of refugees and displaced populations from the ongoing conflict in South Sudan as well as internal conflict, additional pressure has led to friction between host communities and the displaced population. Livelihood opportunities are also overstretched.
New services and facilities that this project will initiate and support are expected to not only address the shortage of basic services at the community level but also provide durable solutions for regenerating the rural economy through interventions linked to value chains, micro finance and cooperatives; thus enhancing sustainable livelihoods.

This project will be implemented in consultation with the affected communities and in partnership with the Sudan DDR Commission and other relevant federal institutions, state-level line ministries, local authorities and locality commissioners as well as local NGOs and CBOs. With the launch of this key stabilization project, Major General Salah Eltayeb, Commissioner General, Sudan DDR Commission, notes: “We appreciate Japan for being a consistent and trusted partner of Sudan in development. We thank the government and the people of Japan for their unwavering support and we also recognize the support extended by UNDP in all our programmes. With this support from Japan, we will be able to substantially contribute towards stability and development, improving the lives of people and the communities of Sudan. “
This contribution from the Government of Japan covers the total budget of USD 2.5 million for the Promoting Community Stabilization and Enhancing Resilience of Vulnerable Communities project, 2015 – 2016.
